Rājā āha—The king asked:

ā€œbhante nāgasena, buddho sabbaññū sabbadassāvÄ«ā€ti? ā€œVenerable Nāgasena, is the Buddha all-knowing and all-seeing?ā€

ā€œÄ€ma, mahārāja, bhagavā sabbaññū sabbadassāvÄ«ā€ti. ā€œYes, your majesty, the Buddha is all-knowing and all-seeing.ā€

ā€œAtha kissa nu kho, bhante nāgasena, sāvakānaṁ anupubbena sikkhāpadaṁ paƱƱapesÄ«ā€ti? ā€œThen why, venerable Nāgasena, did he proclaim the training steps for his disciples gradually?ā€

ā€œAtthi pana te, mahārāja, koci vejjo, yo imissaṁ pathaviyaṁ sabbabhesajjāni jānātÄ«ā€ti? ā€œBut, your majesty, is there some doctor who knows all the medicines on this earth?ā€

ā€œÄ€ma, bhante, atthÄ«ā€ti. ā€œYes, venerable sir, there is.ā€

ā€œKiṁ nu kho, mahārāja, so vejjo gilānakaṁ sampatte kāle bhesajjaṁ pāyeti, udāhu asampatte kāleā€ti? ā€œAnd would that doctor, your majesty, administer medicine to a sick person at the time of being ill or when not ill?ā€

ā€œSampatte kāle, bhante, gilānakaṁ bhesajjaṁ pāyeti, no asampatte kāleā€ti? ā€œHe would administer medicine to a sick person, venerable sir, at the time of being ill and not when not ill?ā€

ā€œEvameva kho, mahārāja, bhagavā sabbaññū sabbadassāvÄ« na asampatte kāle sāvakānaṁ sikkhāpadaṁ paƱƱāpeti, sampatte kāle sāvakānaṁ sikkhāpadaṁ paƱƱāpeti yāvajÄ«vaṁ anatikkamanÄ«yanā€ti. ā€œIn the same way, your majesty, the Blessed One who is all-knowing and all-seeing did not proclaim a training rule to his disciples at the wrong time, but when the time was right he proclaimed a training rule to his disciples, which is not to be transgressed all life long.ā€

ā€œKallosi, bhante nāgasenāā€ti. ā€œYou are clever, venerable Nāgasena.ā€
